Francesco carries out his professional activity mainly dealing with issues of administrative law, with particular regard to the areas of public works contracts, services and supplies, project financing, public-private partnerships, urban planning, and more generally of all that regards the relationship between private and public administration, also with specific regard to the construction of large infrastructure.
He has gained considerable experience in the field of public companies, also operating in the financial and banking sectors. He is a full professor of constitutional law at the University of Naples, Suor Orsola Benincasa.
He is also a member of the Association of Comparative and European Public Law, the Association “Gruppo di Pisa” and the Italian Association of Constitutionalists.

- Ph.D. in Constitutional justice and fundamental rights, University of Pisa, 2004
Author of numerous articles in the main Italian legal journals, as well as two monographs on the issues of the constitutional process (2011) and arbitration (2018).
