EBA: final report on the draft RTS amending the prudential requirements for central securities depositories providing banking-type ancillary services published
On 9 October 2026, the European Banking Authority (“EBA”) published the final report on the draft regulatory technical standards (“RTS”) amending Delegated Regulation (EU) 2017/390. The Delegated Regulation supplements Regulation (EU) 2014/909 (“CSDR”) with regard to the prudential requirements applicable to central securities depositories (“CSDs”) authorized to provide banking-type ancillary services.
The measure implements the mandate conferred on the EBA by Regulation (EU) 2023/2845 (the so-called CSDR Refit), which broadened the possibility for CSDs authorized to provide banking-type ancillary services to provide such services also to the participants of other CSDs. In light of this operational extension, the RTS have been updated in order to assess and manage the impact on the risk profile of CSDs, in particular as regards credit, liquidity and concentration risks.
The amendments concern, among other things, the cases in which a banking CSD provides liquidity accounts and payment services to the participants of another CSD. In such cases, the banking CSD must extend to that service the safeguards already adopted for its own settlement systems; in particular, it must identify the interdependencies with the participants of the CSD benefiting from the services and monitor the intraday credit granted to the latter.
Through the final report, moreover, the EBA has updated the references to Regulation (EU) 2013/575 (the so-called CRR) and to the amended text of the CSDR.
